Meridianbet Reviews Brazil’s New Regulatory Scenario While Maintaining Its Authorization 

The company said Brazil represents an immaterial share of Group revenue and highlighted its conservative market-entry strategy, which limited its exposure to the new provisional measure.

Meridian Holdings has provided an update on the situation arising from the Provisional Measure signed by the President of Brazil on September 25, which introduces restrictions on the operation, intermediation and advertising of online betting and online casino services in the country, while also requiring funds to be returned to bettors.

The international developer, licensor and operator of online gaming and e-commerce platforms said that Brazil represents an immaterial share of Group revenue, limiting the expected impact of the measure on its overall business.

Meridianbet Maintains Its Brazilian Authorization

Meridianbet operates in Brazil through its subsidiary Meridian Gaming Brasil SPE Ltda, which holds authorization SPA/MF No. 0086/2024, granted under Portaria SPA/MF No. 526 on March 14, 2025, for fixed-odds sports betting and online gaming operations.

According to Meridian Holdings, the company has been and continues to be fully compliant with the Provisional Measure and all applicable regulatory requirements in Brazil.

The company also highlighted that it entered the Brazilian market on a conservative basis and did not make significant marketing investments ahead of obtaining its license. Meridian said this approach has helped limit its exposure to the current regulatory situation.

Its Brazilian authorization is currently valid through December 31, 2029.

Company Reviews Potential Implications

Meridian Holdings said it is reviewing the Provisional Measure and its potential implications together with its legal advisers in Brazil and the United States.

The company also noted that, under Brazilian law, a Provisional Measure takes effect upon publication in the Diário Oficial da União and has immediate force of law. It remains valid for an initial period of 60 days and may be extended once for an additional 60 days.

During this period, the Brazilian Congress must approve the measure for it to remain in effect. If it is not approved, the measure ceases to have effect.

Meridian Holdings reiterated that, given Brazil’s limited contribution to Group revenue and its conservative market-entry strategy, the company expects its exposure to the new provisions to remain limited.
