The 2026 Gaming in Germany Conference, taking place on November 10 in Berlin, has unveiled its initial agenda, bringing together key industry voices to examine some of the most relevant regulatory developments, market challenges and emerging opportunities shaping Germany’s regulated iGaming sector.
The event will bring together operators, suppliers, legal experts, industry associations and other key stakeholders to discuss the evolution of the German market and explore what lies ahead for the sector.
Among the key topics on the agenda is the ongoing evaluation of the 2021 State Gambling Treaty (GlüStV 2021), alongside strategies to address offshore offerings and help licensed operators reclaim market share under the #ReclaimTheMarket initiative.
The conference will also examine the potential and future regulatory status of new products, including prediction markets, sweepstakes and eSports betting, as well as online casino licensing opportunities in North Rhine-Westphalia, Bavaria, Schleswig-Holstein and Baden-Württemberg.
The future of Germany and Austria’s remaining gambling monopolies will also be discussed, together with the prospects for online casino market re-regulation in Austria.
Willem van Oort, founder of Gaming in Germany, highlighted the importance of these issues for companies operating in the German market, noting that the possibility of introducing new products could create fresh opportunities for the industry. He also pointed to the potential opening of Austria’s regulated online casino market as an opportunity for operators already active across German-speaking markets.
A programme focused on regulation, market developments and new opportunities
The initial agenda is structured around six thematic blocks.
The first block will focus on regulation and updates on the evaluation of the GlüStV 2021. Confirmed contributors include a senior GGL representative, Dr. Joerg Hofmann, Senior Partner at Melchers Law Firm, Dr. Dirk Quermann, President of Deutscher Online Casinoverband (DOCV), and Mathias Dahms, President of Deutscher Sportwettenverband (DSWV).
The session will also feature a panel discussion examining how the industry can balance public opinion with economic viability, moderated by Birgitte Sand, CEO of Birgitte Sand & Associates.
The second block will explore the threat posed by the black market and the regulatory response required to address it. Discussions will cover player protection, market realities and effective enforcement. Speakers include Alexander Müller, Member of the Executive Board of FDP; Vasiliki Panousi, Regulatory Affairs Senior Manager at Kaizen; Christian Heins, Founder of European Gambling Gathering; and Thore Sieck, VP Global Sales at Adyen.
The third block will examine new products and market opportunities, covering prediction markets and sweepstakes, online casino licensing and B2B opportunities in North Rhine-Westphalia, the relationship between state gambling monopolies and EU law, and the prospects for eSports betting in Germany.
Confirmed speakers include Dr. Joerg Hofmann, Dr. Christian Rapani, Partner at Rapani Rechtsanwälte; Dr. Carsten Bringmann, Associate Partner at Noerr; Prof. Dr. Christian Piska, Professor at the Faculty of Law of the University of Vienna; and Dr. Nepomuk Nothelfer, Associate Professor at the University of Agder and Attorney at Melchers Law Firm.
The fourth block will address several current market challenges, including re-licensing in the German online market from 2027 onwards, the practical impact of the EU’s new AML/CFT regulations and data compliance requirements for the German market.

The fifth block will focus exclusively on Austria, with Dr. Christian Rapani examining the potential re-regulation of the country’s online casino market.
The conference will conclude its thematic programme with a German market update, including an overview of the market in numbers and a comparison of game popularity across onshore and offshore offerings. The sessions will be led by Josh Hodgson, COO of H2 Gambling Capital, and Jeffrey Haas, Chair of Blask Business Intelligence.
Berlin set to bring the industry together
The 2026 Gaming in Germany Conference will take place on Tuesday, November 10, 2026, at the DoubleTree Hilton Ku’damm in Berlin, just 100 metres from the renowned Kurfürstendamm.
