SBC and GRAF Form Strategic Partnership to Strengthen Regulatory Dialogue Across Africa

The collaboration aims to promote knowledge exchange and cooperation between regulators and gaming industry stakeholders across Africa’s evolving markets.

SBC and the Gaming Regulators Africa Forum (GRAF) have formed a new strategic partnership aimed at strengthening regulatory dialogue, knowledge exchange and collaboration across Africa’s rapidly evolving gaming markets.

Under the partnership, SBC will support the GRAF 2026 Conference, taking place from 14–17 September 2026 at the Joaquim Chissano International Conference Centre in Maputo, Mozambique. In turn, GRAF will become an Event Partner of the African Gaming Forum, taking place during SBC Summit 2026 from 29 September to 1 October in Lisbon.

As part of its involvement in Lisbon, GRAF will play a central role in the regulatory programme of the African Gaming Forum, hosting a dedicated panel titled “GRAF: African Gaming under the microscope”, featuring senior representatives from gaming authorities across the continent.

The African Gaming Forum will take place on 30 September at the Myriad Hotel and will bring together regulators, operators and senior industry stakeholders for an invite-only programme focused on the opportunities, challenges and regulatory developments shaping gaming across Africa.

The partnership brings together two organisations with a shared objective of strengthening connections between African regulatory authorities and the wider international gaming industry.

GRAF provides a dedicated platform for African gaming regulators to collaborate, exchange experience and address shared regulatory challenges. At the same time, SBC has increasingly positioned Africa as a key growth region within its international events portfolio, creating further opportunities for regulators, operators, suppliers and other stakeholders from across the continent to connect with the global gaming industry.

Rasmus Sojmark, Founder and CEO of SBC, noted that Africa cannot be viewed as a single gaming market, with individual jurisdictions developing at different speeds and operating under different regulatory frameworks, priorities and challenges.

According to Sojmark, the partnership with GRAF will help place regulators at the centre of discussions around the future of gaming across the continent, while creating an environment where their perspectives can be heard alongside those of operators and the wider industry.

Reuben Mabutho Zwane, President of GRAF, said the partnership represents an important step in strengthening Africa’s voice within the global gaming conversation.

He highlighted the importance of providing African regulators with a strong platform to exchange experience, engage internationally and contribute to discussions that will influence the future development of the industry.

The African Gaming Forum has already confirmed participation from senior regulatory representatives across several African markets, including Moruntshi Kemorwale, CEO of the Gambling Authority Botswana; Lungile Dukwana, CEO of South Africa’s National Gambling Board; Emmanuel Siisi Quainoo, Acting Commissioner of the Gaming Commission of Ghana; Peter Maina Karimi, Director General of Kenya’s Gaming Regulatory Authority; Muchanankhwaye Mpuluka, CEO of Malawi Gaming & Lotteries Authority (MAGLA); and Bashir Are, CEO of Lagos State Lotteries and Gaming Authority.

The wider programme will also examine topics including market entry and expansion, evolving regulatory frameworks, taxation, responsible gambling and opportunities across both established and emerging African jurisdictions.

The African Gaming Forum will take place during SBC Summit 2026, SBC’s flagship global event, which is expected to welcome 40,000 industry professionals to the Feira Internacional de Lisboa (FIL) and MEO Arena from 29 September to 1 October.
